IE Lock Ups Getting More Frequent/ Troubles Downloading Programs

I am not sure where this belongs. I will start with I have a HP Pavilion dv6700 Notebook PC with Intel® Core ™2 Duo CPU T5550 @ 1.83GHz Running Windows Vista Home Premium SP1. Running Windows Defender and Avast Antivirus.

IE 7 has been locking up, to the point of having to ctrl/alt/delete to end program. I thought I would try out Firefox but when I go to download it, it says Publisher Unknown. It will not let it continue, you hit ok and it closes. I have cleared out temp files and history. I have changed security settings. I have tried to download other programs that I have not had problems with in the past and even tried downloading a Microsoft program. Same issue most of the time. 1 exception was one time it said Publisher Unknown do you want to continue. When I click allow it says File Corrupt. Any kind person want to try and steer me in the right direction please.
