Vista Explorer.exe error shdocvw.dll missing

doing a cmd scan i saw in another thread here for this problem
sfc /scannow
and have looked at other threads to get this file back but nothing has worked so far, cant copy a file to system32 with command prompt gives me a error saying it isn't allowed which I am the admin of the PC

this is the total done in the CP so far so still needing help getting my explorer.exe back working (which wont without the pre said shdocvw.dll)

Where are you copying the file from?
Run Command Prompt as Administrator.
Go Start, in "Start search" type in cmd, then, while holding CTRL, and SHIFT, hit Enter.
