PC can't pull up IP address. Help

Hi, I have a problem with not getting on line with a computer. I thought the DSL modem was bad but had it replaced and get the same results. When I go to CMD and type in ipconfig /all, I get a 169 address and should have a 192. I have released and renewed. I have tried everything. Some how the PC can't get the adress from the DSL modem or the modem can't get it from the pc. I have tried rebooting the modem, and rebooting the PC. Has anyone seen this problem and know how to fix it. Thanks
