If I am correct the "restore to factory setting" that you are talking about, is just for the BIOS. The only way to get Windows Vista back would be to re-install Vista completlly. It looks like you installed Windows 7 over Vista.
Just find your Vista disk and pop it in to install it.

Press F11 key during bootup to access NEC recovery partition.

I wonder if your recovery partition was deleted when you installed Win7.
To check, go to Start and type in "diskmgmt.msc" (without the quotes) and press Enter
Let us know the information under the Volume, File System, and Capacity headings.
If this is the case, you'll have to obtain system recovery disks from NEC to restore the hard drive to it's factory shipped condition.

This looks like the recovery partition - but where's the rest of your hard drive? Does it show anything else other than the 9.77 gB recovery partition?
I'd suggest looking at the manual for your system and seeing what steps are required to access the recovery partition. In some cases it's just a key stroke - in others it requires a recovery disk to access the partition (HP and Gateway do this sometimes).
