iTunes cannot connect to the iTunes store

I am running the latest version of iTunes, 8.2.1.6 on Windows Vista. I am unable to connect to the iTunes store or search for iTunes updates via Help. Both give me the message that iTunes cannot connect because the network connection timed out. I am able to connect to the internet from all other programs but iTunes.

To try to solve the issue I have:
-Disabled Windows Firewall
-Disabled Symantec Anti-Virus
-Flushed DNS settings
-Re-installed iTunes

I am not sure, but I believe this all happened after installing the latest iTunes version and various updates for Windows.

I ran the Diagnostics test for iTunes and have the following results:
