Inconsistent and Extreme Slowdowns in Vista

Hello.

I've recently been experiencing severe problems with Vista on my Dell Inspiron 1501 laptop.

Whenever I attempt to open a folder or system page it never loads. I can leave it loading for hours but it never happens. Annoyingly this also means that I cannot open the 'connect to a network' page and thus cannot connect to the internet.

This problem does not occur when I try and open a program. They open normally and with reasonable speed. Also, I can access files through programs that are in folders I cannot otherwise open, but this is the only workaround I have.

I suspected that it may be memory related and have cleared several gb's from my hard drive but with no success. I also ran a windows diagnostics memory tool to check for memory issues but with no success. I've also ran full virus scans with no success.

Any help with this would be greatly appreciated.
