well this is a new one for me.....
problem is solved...
i started to move stuff off of my C drive to my new 1TB externtal that i just bought from work.
i was going to double check what the error was with the download and i was going to use that as the basis of starting the system rebuild.... right clicked saved as and it worked.... tried all files and everything that i have been having issues with... everything is happy now.....

so apparently there was not enough space on the C drive.... even though i had a good 24 gigs free.....

doesnt make a whole lot of sense.... but what ever just happy its fixed.
