Hello,
Start > Control Panel > Clock, Language, and Region > Change Keyboard or Other Input Methods > Change Keyboards > Add...
If the icon is gone, then I would assume it got disabled somewhere along the line, probably by accident. Add your Polish keyboard, or whichever ones you choose. Not exactly sure which one you need, but you probably know. If you fixed it once before, can't be all that hard correct?
Be sure to click Apply and OK when you are finished.

I fixed the language bar once, by accident. I don't know how to add the Polish keyboard and any furder actions
