HELP! LAPTOP WONT GO PAST WELCOME SCREEN

when i try logging on it it says "loading your settings, logging on" then it really fast shows the desktop background then it says "logging off, saving your settings" and takes me back to the welcome screen. When i try to go to safe mode it does the same exact thing.
