System is Infected Wallpaper

Okay, so I got that system is infected wallpaper and I keep running Spybot Search and Destroy and stuff keeps coming up. Eventually it just stopped finding stuff but I still can't change the wallpaper. Mind you, this is my mom's school's laptop so I'm limited with what I can do with it. Also, it won't let me go to sites like Facebook and youtube.
