RPC Connection error

I keep getting a RPC Connection error. I have lost my desktop icons, start button, taskbar, and internet access. The only way I can access my programs is through the task manager. The icons for "My Computer" and "My Network Places" have been replaced with a blank page icons. My DSL modem is not responding. I can't run a virus scan because I don't have internet access. I'm not real computer savvy, but have tried everything I can think of, and nothing changes. I need HELP!
