Is this an indication of a dead Video Card?

Hello,

When I run my desktop in safe mode, I get six bars of red vertical lines. When I run it regularly, it no longer boots past the vista loading sign. I've tried refitting my graphics card, and running a system restore; however neither worked. So would this be my graphics card? Or is this a bigger problem like the motherboard? I find it highly unlikely that it's the LCD monitor.

The card itself is an 8800 GTS, so I'd hate to lose it.

Defective card most likely.
Your 8800 GTS, I'm sorry to say, is effectively old hat now anyway. You can get better ones:

Assuming you have the 8800 GTS with 512Mb, any other 8000 series or GTX 280/295 series will be better than it, as would be the ATI HD 5000 series.
