total pc defender virus

I have Windows XP and when I turn my comp on, there are no icons and there is a large box that appears and reads, Total PC Defender. It appears to be scanning to check for viruses. I am unable to stop the scanning. Everything on my comp. appears to be disabled, including "control, alt. delete". Does anyone know what I can do about this virus? Currently, I just have my comp. unplugged. Thanks.
Also, I am unable to put anything onto a disk and load it because the total pc defender virus prevents anything from loading.
