Problem with IE windows in Windows 7

Bear with me please because this problem is being reported to me by my Mom.

Problem is that a new PC (5 days old) running Windows 7 all of a sudden opens all IE windows in a minimized state on the taskbar. If you right click one of the windows on the task bar you cannot even restore, the only option that is active is the minimize option. She claims this started happening after 5-6 days on PC 1. She talked to tech support (got nowhere) returned PC, bought new PC and now 5-6 days later, problem has started again. Does anybody know or have heard of why this would happen, she claims she has changed nothing.
