Note I'm doing something to cause the error, (but I dont want the message of course!)
using java script:
1. open a popup window in the web context (just a simple html file)
2. write some html to the popup windows document object (this is whats unsecured in this case I believe)
BUT, IE displays the "Secure/Nonsecure" dialog message

Also,
Changing the setting in the "Internet Zone" does solve the problem (ie I dont get the message) - but I dont want to change the Internet Zone security.
I'm positive the popup is opened in the trusted zone, I am NOT loading a blank window (which would be in the Internet Zone by default)
Is this a known bug in IE? - Why does it ignores the Trusted Zone setting?
