Do you have The Weather Channel Desktop program installed on your computer?

It looks like a javascript error related to that.

Ok, I would proabably try uninstalling and reinstalling it to see if that clears it up,
but the
"error: permission denied"
sounds like it may be running into an issue with the Windows UAC, or Internet Explorer's security settings.

I was looking at the file to see if anything was happening that would be obviously blocked, but I have to admit to a lack of knowledge on javascript, so I couldn't really tell anything there.

i have uninstalled it but it has not solved the problem.when im on the net i have sounds coming from my speakers like a news program or something.it will go away after 30 seconds or so

Does Internet Explorer (No Add-Ons) work without the problem?

Start > All Programs > Internet Explorer > Internet Explorer (No Add-Ons)

internet explorer works fine but the sound will play over what ever im doing.it just happens every so often.there is no pattern
