What was used to reinstall Windows? Recovery CD/partition, or Windows XP CD?
If the latter, did you install chipset driver?
Any errors in Device Manager?

Well, most likely, you need to install some drivers, starting with chipset driver.

Go to Dell's site, enter your computer service tag number.
Download and install chipset driver.
When done, go to Device Manager and see what other drivers are missing.
Download and install those as well.

I dont think the computer is picking up the modem. I have no connections in the network connections screen or anything. I have other computers including this one running off of wireless and another old desktop that will run wired to the router so the modem is fine.
