HD Output problem

Hey guys. I have a 37 inch 1080p Samsung television purchased in January 09. I used to own a Toshiba laptop purchased in '08 which supported HD output. I had no problems connecting the laptop to the computer and there was never any issues with sound or vision.
However I bought a Dell desktop about 5 months ago and when i connected the computer to the television using a HD cable it displays windows, however there is a black border of around 30mm all the way around the display. I go into display settings and change the resolution but i can only make the display smaller and cannot get the display to use the full 37 inch screen.
When I bought the PC the OS was Vista. I have since upgraded to Windows 7 and again to Windows 7 64 bit.
For extra information my desktop is a Dell Inspiron and my graphics card is ATI Radeon HD 4350.

Any help with getting over this problem will be much appreciated!

The desktop graphics card either does not have enough on-card video memory to support a high enough resolution to fill a 37" screen (whereas many laptops use system ram to boost video memory), or you need to update the driver as it may not be completely compatible with Windows 7 64-bit
