Security, Network and Internet icons in arabic?

why are my Security, Network and Internet icons and content in Arabic?

I have tried everything to change them back. I run XP Professional. I have no idea why they read in Arabic and I cannot change them back. My BIL seems to think that this was caused by MacAfee, we removed that and went to another virus protection, we even ran set up again on XP Professional and the icons and content are still in Arabic. I have run diagnostics, malware programs and spybot. Nothing pops up.

You guys are awesome here so I know you can figure it out!
