"Critical Stop" noise once again

Im running on vista on a sony vaio laptop, and i have problems left and right with vista and its oddities..

The critical stop noise clearly says something is wrong in the program forcing it to stop midstep.. but how does someone FIND the problem, FIX the problem and get on with their life?!

.. so i admit, the game i have is downloaded online, one of those torrent type, game files you download free when you should be paying.. but as much as my conscience is biting at me for illegally acquiring a game.. the fact is NOT A SINGLE GAME i have downloaded has ever ever worked.. what the [bleep].

so this time its the game State Of Emergency.. classic killfest GTA style
the extraction from a .rar file worked fine, the installing process works fine, i have the file in my programs list, and it should work, but once i run the app. it pops up on the menu bar like a new program openin, but dissapears a half second later followed by THE "CRITICAL STOP" noise and doesnt start up.

I first thought a firewall was blocking it.. AVG isnt anymore for sure, and windows blocker is currently disabled. unless Zone Alarm is doin it, there shouldnt be anything stopping it]
im thinking a vital file is missing

PPPLEEEAAAAAASSSSSE help >.< i wanna play this classic from my childhood

all i need is a way to find the problem, or the missing critical file and fix it up, or patch it
