USB ports dont work, Device manager not working, not shutting down

i do not know much about computers but i have a HP dv4-1041tx Notebook and my usb ports are not working, strangely they only if they are plugged in before you turn on the computer, i was told to scan for hardware changes in device manager but it does not do anything, it does not even finish scanning even if i leave it for hours, it does not finish and on top of this my laptop does not shut down properly and i can not do a system recorvery, it just does not let me. i tried reinstalling my OS that helped for about a week then the problems started.

PLEASE HELP ME!!!!!!!!!
