Windows Update on a constant loop

My dad was on his computer today (Vista home premium) and it started to do a windows update, it got through updates 2 of 3 but doesnt go past 3 of 3, it just stays at 0% and continues to restart and loads back up to the same point. We looked for solutions on the web and found a method telling us to start the computer in safe mode but instead of getting to the desktop in safe mode it just goes back to the same screen saying 'configuring stage 3 of 3' and stays at 0%. We've tried the various different safe modes available with the same result. My dad hasnt installed or downloaded anything new recently.

Any help would be much appreciated.
