Strange blinking screen issue in Windows 7

Okay, so I got a new pc because it was just time to do it. I did NOT get a new monitor because my old one seemed to be working just fine. I was running windows xp before but the new pc came with windows 7 installed. NOW, and this is ever since the day we plugged this monitor into this new tower, the screen blinks. Like, it literally goes black for half a second, pauses a full second or two, goes black for another half second and then stabilizes for ten to twenty minutes or so.

I have noticed that the background on my desktop changes about every third "round" of flickering. I've tried to tweak the settings for the background so it would be stable and stay the same, but I have failed. Though I doubt that the background is the issue since it doesn't change every time it blinks. I've tinkered with the resolution to see if perhaps the display was just the wrong size for whatever I was viewing. I have not tried another monitor because I don't have another monitor to hook it up to. Because I didn't buy one.

Is this supposed to happen? I don't think this is supposed to happen.

In Display Properties try changing the Monitor's Screen refresh rate to a different hertz, (60 hertz, 70 hertz, etc.).

The refresh rate was default set to 60 hertz. I went ahead and changed it to 70 but the only difference it made was that now instead of two flickers, I'm getting four flickers.
