IE 7.0 wont run

I managed to get rid of the IEexplore virus a few weeks ago. After removal IE wouldn't run ..... Others had this same problem from what I understand.

There is a way (next time I will write it down or save the link) to add IE back in as an application to get it running again.

Does anyone remember the steps to do so ?
