As the title says, my Windows Mail will not open. I am getting an error:
windows mail cannot open because another program is using it. maybe a virus scanner...bla bla bla

I've reinstalled both my virus and malware scanners and made sure they are not linked to email scanning.

Might go back to Outlook.

Then says: Windows Mail could not be started because MSOE.DLL could not be initialized.

Hi, you can try to disable user account control, run the sfc /scannow command-line tool (which couldnt find any problems), create a new user account and log in with it in safe mode. Then starting up Windows normally.
