Help...Can,t figure out what forum to put this in.

My computer is not working...it starts up the loading bar with the XP symbol over it starts but when it finish a blue screen flashes and it restarts I have tried safe mode and still continues...can anyone help me...i can get to a recovery counsel using this XP disk i have i am just not that goo at computers to know what to do...please help.
