Is this a laptop or desktop?
If a desktop, is the modem internal or external?
If you remove the phone wire from the modem and plug it into a telephone, do you hear a dial tone in the telephone's receiver?

The computer is a desktop. The modem is internal. The telephone line is connected from the wall into the computer and the phone is connected to the second plug-in (on computer) next to that. However, I just did this configuration this a.m. and still no dial tone when I try to connect, but there is a dial tone when I pick up the phone. I went into diagnostics and got an error message (Windows) 721. Could this be the problem and I would need the simplest of instructions as I will be reading this to someone who is not that proficient with computers. Please know your help is greatly appreciated.

I also want to add that when trying to connect, a click is heard but nothing happens. Just thought I would mention that as well.

Note first that I do not have a Vista box available at the moment to give you the exact sequence of steps. This is in XP Pro:
Click Start, right-click My Computer and then select Properties. Click the Hardware tab then the Device Manager button. In Device Manager, right-click your modem and select Properties. Click the Diagnostics tab and then the Query Modem button. You should see a slew of "Command"'s (which are sent by Windows to the Modem) and "Response"'s (sent from the Modem back to Windows) in the middle window. If you don't see any, (or an error message), there is a problem somewhere.
