I switched to Windows 7 recently and I got a problem Russian/different language doesn't translate into english when I want to instlal lets say game from Russia/Ukraine/germany onto my Pc, it looks like this, I remember reading on how to solve this but never had such a problem on my Vista/Xp..

Just used it as example, it was bought in Russia by my friend
Oblivion is obv available in other countries

problem is not in game, I remember I installed this game on Windows Vista 1 year ago and installation was written in normal Russian not Gibberish

What do you mean by "normal" Russian. Russian alphabet is not Latin based, so if you have a Russian game, it'll display gibberish on English computer. You may try to install Russian language pack, but I'm not sure, if it'll change things since I didn't try it myself.
