Slow computer and internet

I have a practically new Dell computer with Windows 7 64bit
Recently, the computer has been running very slowly
I have noticed that the internet sites that I usually visit now take A LOT longer to load
Downloading files and pictures from email takes about 20 minutes (i use cable internet)
What do i do in this sitation please? How can I make the internet run faster like before?

I used speedtest.net
These are the results

ping: 42 ms
download: 46 mb/s
upload: 43 mb/s

first thing is to contact your ISP...tell them what speakeasy's results are ...they will test from their end

These are the results I just did with speakeasy:

Download Speed: 417 kbps (52.1 KB/sec transfer rate)
Upload Speed: 104 kbps (13 KB/sec transfer rate)

what is this? how does this compare to normal cable speed? slow?
what could be the problem?

Uninstall the programs that you don’t need. These programs take up hard drive space, and they can slow down your computer. You should remove unnecessary startup items. Run Disk Cleanup and Disk Defragmenter on a regular basis. Try to upgrade your memory. These factors will help you to speed up your system during virus scan.
