Scrollbar, Settings bar, Soundbar Problems

I started having scrollbar problems, both horizontal and vertical they seem to have a mind of their own. I can't view half of my files now. All of my settings bars are affected as well. My sound is at max and my computer is set to block all cookies , I cant turn the sound down or use my settings controls as I wish. Most web pages are unaffected by this except if they have some sort of drop down menu or sidescroll,etc... Then they don't work as well. I ran Norton 360 and nothing has been detected. If anyone has has any ideas, I'd greatly appreciate it. Thanks
