Internet Explorer hangs

System: HP 8710w, 4GB RAM, XP sp3

Strange problem.

When I run IE it hangs constantly. It causes the entire computer to hang. While it's hanging all other function ceases, for about 20 secs depending on the website. ALL function, task manager/ctr-alt-del even hangs. I have multiple computers, identical hardware, identical software (symantec ghosted). Some computers have the problem, some don't. Goes away and comes back seemingly randomly. Very basic software. XP sp3, MS Office 'o3, Norton AV, and a couple other programs (1 uses SQL). Multiple internet connections, 1 dsl, 1 cable.

Testing using basic google searches: oil, test, fire, firefox, java. Sometimes it freezes immediately, sometimes after 3 or 4 results display. Occurs on all websites as far as I can tell.

Attemped fixes:
Deleted all history including cache, cookies, etc.
Reset advanced settings
Disabled all add-ons(in manage add-ons)
Windows Update
Java Update
IE 8 uninstall(in Add/Remove Programs)
Full IE component removal and reinstall.(In Add/Remove Windows Components)
Adobe Reader & Flash uninstall

Other notes:
Current Norton AV
Installed and ran Spybot S&D and Lavasoft Adaware
Firefox works fine, so appears to definitely be IE

If anyone has any ideas (other than use firefox), I would love to hear them.

Also note:
During hang Task Manager is essentially frozen so CPU usage doesnt do anything funky. Also RAM usage is about 20% so doesn't look like a memory hole. Pagefile grahph flat. CPU/RAM graphs have no significant spikes.

Processes on stalling machines and working machines identical.

Eusing Registry cleanup
Uninstall/reinstall NIC drivers
RAM pull/switch
