Windows Vista HP Pavillion Not Starting Up (?)

Hi, my daughter's computer isn't starting up ... well maybe it is booting up, but we can't tell. It's an HP Pavilion with Vista Home.

When started it makes the usual whirring noises as if it's booting but the keyboard, mouse and monitor are not getting any signal.
