Good Luck with that. Runescape wasn't created by one man alone. Also - took years of development to get it to the state it's in now. You might want to read this thread. You aren't the first person to get this idea.
If, even after reading that, you still want to try, let me give you my basic approach when programming (almost anything): Start by figuring out the logic required for the features you'd like to have. Once you've created a solid back-bone, start developing the GUI. That's my personal approach, I''m not a big artist so Graphics can be hard for me...
