outlook express will not send photo I copy and paste

When attempting to send copy & paste email containing photos, I get an error
message as shown in subject. "When you send this message, these pictures
will not be included. Do you still want to send the message?"

I get this when I select and copy the message
and paste it into a new message.

If sent, it has little boxes with red X's where the pictures belong.

Is there a way to work around this, short of saving all of the pics to file
and inserting them into a new message?

I use outlook express.
