computer will not boot

I got the computer back from my daughter. She tried to reinstall Vista and it locked up at the end of the install. So I tried to start the computer up with the Dell Vista disk in it and it won't boot up in safe mode or normal mode with or without the disc in place. It just sits there with the Microsoft progress bar for over 1/2 an hour and nothing happens beyond that.
