Vista doesn't save personalized settings at shutdown

Once my Vista has started I have to right click the desktop,click Personalize,then click Mouse Pointers and also Window Color and Appearance to reset it. I want to use a custom cursor (easier for me to see) and I want the desktop icons to be smaller (15 instead of 16). It does not save these settings when I click Start and Shut Down nor Start and Restart. Any suggestions on what I can click on to fix this, change the Default settings, or something?
