All Programs Gone?

All my program icons are gone and when you go to startup menu and all programs it says their empty. If you try to add or remove programs it says their all there. When you go to my computer and click on the c drive it says its empty but it still recognizes it. The other drive works and internet explorer works, email client works, and recycle bin but thats it. I cant do a system restore either.

Vista or Windows 7?

I would try a System Restore to a date before this happened.
