Unbootable computer without cd boot option

MS Removal Tool infected my computer. Computer is home made. Runs WindowsXP Pro. When infected by MSRT computer did all the things that I have seen discribed by others. Then it shut my computer off, tried to boot into safe mode, computer shut off. Now when I turn on the computer I get 1 post beep and computer shuts off, every time. Cannot get to any screens and no change pressing keys to get to safe mode or boot screens. Order of boot is 1- 3.5 floppy; 2- C: hard drive partition. Cannot boot from CD at any time before infection. Ideas? Am running another computer HP Windows7. Thanks for your assistance.
