Blank screen and blinking cursor on boot up

When I turn on the power to my Toshiba Laptop all I get is a blank screen and a blinking cursor in the top left hand corner of the screen. This eventually tyurns to another creen with press F2 or F8 on but neither will respond and after another short while it returns to the original blank screen with blinking cursor.

Do you have any removeable drives (e.g. external harddrive, thumb drive) plugged in? I get this same result when I plug in some thumb drives and when my MagicJack is plugged in when I bootup. Unplug them and reboot and then plug them back in.
