virus in dell inspiron 1520

i have a major virus in my dell inspiron 1520 laptop that prevents me from doing just about anything. it prevents all acess to the internet and i cant update my antivirus. i believe it is the file issus.exe but i can not stop it. i have tried ctrl and f11 at boot for default restore and my computer beeps at me. i have also tried to boot from a windows xp cd but the part at which it is supposed to show me the hardrive it says one is not inserted. this virus is really starting to bug me and i want to get rid of it. any more information will be really helpful.
