Netbook with virus on hard drive?

Okay so here is what's going on and what I have tried to do to fix it. I have a Netbook and when I boot it up the only screen I get is a screen with a picture of the computer on it. I do not get a welcome screen or log in screen. I have tried to use the F8 option to start in safe mode and when I do this it does give me a safe mode black and white screen but that is it. I usually get a message saying application error after that. I have tried using different safe mode options but still get application error screen. Staples said they could fix it for $150 but I hate to pay that if there is some way I can fix it myself. I am pulling my hair out here please please help. Also I had someone tell me it sounds like there is a virus on the hard drive so I don't know.
