Computer freezes at green progress bar in start up

Hi, my brother bought me a Windows Vista desktop about 3 days ago, and whenever I get to the loading screen(the green progress bar) it freezes. I have to restart it about 1-3 times to get it to log me in(even though it still freezes when it does work) If I'm lucky I can get logged in the 1st time. I wanna know why it's freezing and what can I do to fix it. Thanks.
