Computer Won't Boot or Stay On

I am doing this for my brother in law. He has a Gateway Laptop with Vista. When he tries to turn on the computer, it either goes to launch startup and repair and goes on and off and does nothing. When I told him to hit F8 for safemode, screen came up and then shut off. He plugged the laptop in so he is not using the battery. I will have to relay things to him. Thanks.

He just told me the Disc drive is broken, so he can't use that. He said the battery charging light is red when plugged in so he is going to try a new power cord.
