spinning to no where

Issue is with my Dell studio laptop. Computer turns on, I log in, open window and the icon just spins.. only way to close out of window is to shut off computer with button. Not sure if security problem or anything else...Please help. Thanks

Does this happen if you boot into safe mode too?
