Keep getting system error CRYPT32.DLL is missing.

Hello,
I get the system error CRYPT32.DLL is missing, try reinstalling the program to fix this error. I get this a bunch of times when I reboot. I also get it almost everytime I try to start a program. I can't get hardly anything to run. I can use IE 64 bit to work, but not the regular IE. I have called Dell tech support cause I have an extended warranty, but they say it is software and that is not covered. I don't know if this caused the problem, but it got hung up for like a day doing an update, but I eventually shut it down cause it wasn't doing anything. Any help or advice is very much appreciated.
