Cannot create VPN connection in Vista

I am running a Vista machine and when I attempt to create a VPN using the connection wizard I get a message that the "wizard cannot connect" even though I have selected the option to connect later. The dialog gives me three options to 1)Try Again (which does nothing) 2)Diagnose the problem (again does nothing) and 3)Set up the connection anyway (which closes the dialog and does not create the connection). There are no error messages in the event log and terminal services is started. I have even ran a sfc scan from the command prompt which also came up with no errors.

I am running Vista, service pack 2, 32 bit
I have been able to connect to the VPN with other machines so it is not the VPN.

Any suggestions would be greatly appreciated.
