error 681 no start bar or desk top

Ok so I woke up and my screen was blank with a dll error msg the start bar was gone everything gone. So I thought downloading a new dll file would resolve this although instead the error changed to a 681 error. (I don't know a [bleep] of allot about computers so I have probably done the wrong thing here) So a friend suggested I run his windows vista cd he lent me although my computer inst picking up the disc, I can only access Google chrome through the task manger and the error is popping up all the time. Am I doomed and need to buy a new computer or is there some way I can run this disk?
