From another topic with the same issue except it was the newest version of the application that was causing the issue.

Uninstall all versions of the NET Framework, run the cleanup tool, then reinstall all the NET Framework versions in chronological order...starting with version 1.1.

That may have been part of it Mac but as I noted the uninstall and reinstallation seems to have a very specific set of steps that has to be followed.

In all probability, both of the solutions implemented were required to get this one right again. The language issue is one we don't see all that often...kudos, Mac!
