If someone is downloading apps to a different device on the same iTunes account, iTunes may be set up to send them to all devices on the account.
It's a thought to consider.
Maybe you need to take "control" of the iPOD when it comes back, by resetting it to factory defaults and set passcodes that you know for sure are in fact the correct passcodes.
You can Google reset iPod to factory defaults.
**I'll let you know most kids know how to do this too, it only takes that one kid at school to spread the news, "Hey I reset my ipod now I can connect to the Internet" and off they go even if they know there going to loose all there data by doing it. But they still would need the router passcode in
most instances to connect too!
