Download CleanUp and use it
or
Goto jetico.com and download BC Wipe and then use BC Wipe to remove those stubborn cookies. Goto the site, on the left click the download section, then scroll the page down to the BC Wipe section and choose the one for your operating system.

the link for "CleanUp" didn't work, so i googled CleanUp...

Save the program and run from disk.
It is never advisable to try cleaning (parts of) IE with IE windows open.
That will certainly keep some elements occupied and unable to be removed.

The link will take you to a direct download, but if for some reason it did not work, yes that is the correct homepage for the cleanup utility.
